Load a pixelated photo into GIMP. Click the 'Filters' menu and then click the 'Enhance' submenu. Click the 'Despeckle' command to display the Despeckle dialog box. The Despeckle filter works by blurring areas where minor color changes occur, leaving the major color changes alone.

As a rule, most filters should be used after you've finished with all other image editing work. Kodiak manual. Remember to save a copy of the image before using a filter. However, the Gaussian Blur filter is an exception if you are using it to remove the moiré effect.

Remove Moire Gimp
After selecting the Gaussian Blur filter, use the dialog to set the amount of blur desired. A higher value will produce more blur.
The filter can also be used to blur the background of an image. If you paste a sharply drawn object in the foreground, it will seem even clearer in contrast to the blurred background because the image gains more depth.
However, since in this case you are concerned only with correcting the moiré effect, the image should retain most of its contour sharpness.
In the Gaussian Blur dialog, select the RLE option. (RLE stands for run-length encoding, an algorithm for lossless data compression. Repeating values are replaced by specifying a value and a counter.)
Enter a value between 3 pixels and 5 pixels in each of the two Blur Radius fields. In this example, I entered 5. You can select non-integer values by typing them in the fields. Remember to use the comma instead of the decimal point.
The Gaussian Blur dialog provides a preview with an image section so that you can see the effect of your settings. Click on the image with your left mouse button to view the original image. Let go to see the filtered image. In the bottom-right corner of the preview pane, you see a double arrow.
Clicking on the arrow pops up a smaller preview window giving access to the complete image. As in the Navigation window, you can now use your mouse, left mouse button down, to select the image section in the preview. This feature can be found in most filter dialogs which offer a preview. After examining the result of your settings, click the OK button to accept your changes. The program will render the image.
At this point in the exercise, you have completed several important steps. This is a good time to save the image. Selecting File > Save is the simplest way to save at this point, particularly since you've already named the image (when you first began the process).

The moiré effect is gone. But if you take a closer look, you can still see some of the printing raster. You can correct the image further using the Selective Gaussian Blur filter (Filter > Blur > Selective Gaussian Blur). This filter gives the image a soft-focus effect and evens out disturbances in surfaces while leaving contrasts at the edges. Therefore, as far as possible, it leaves the image in focus. You may also notice that there are waves and shadows on the facades of the buildings. (This was probably a result of the image being damp or rumpled instead of flat and dry when it was scanned.) The image touchup process will come in handy when correcting this problem. Also, you'll notice that the image is a little dull and the colors are stale. Taking the following actions might save the day:
• Correcting the tonality (color levels and gradation curves)
• Setting the brightness or contrast
• Setting the hue or saturation
You will find options for setting color depth, brightness, contrast, and color in the Tools > Colors menu.
But first, let's explore the two most important sets of options in detail:
• Levels (tonality correction)
• Curves (color correction).
Moire Removal Gimp
The Levels dialog has an Auto button. Clicking this button will apply a tonality correction that is automatically calculated from the image values. You can also use the automatic tonality correction under Colors > Auto > White Balance. For many images, this function is sufficient to optimize the image quality. However, if you want to develop your pictures to your own preferences, you will have to use the Levels or Curves function.
